- SaskPower (Saskatchewan Power Corporation), confirmed. SaskPower is the vertically integrated provincial Crown utility and the sole transmission owner/operator; there is no independent system operator equivalent to AESO or IESO.
- Route to power
- A 100+ MW data centre buying grid power from SaskPower follows the SaskPower Transmission Load Interconnection Process. It is a named, documented, six-stage bilateral process, not a queue, not an auction, not an allocation round. Eligibility trigger: a new load connection of 5 MVA or more at 72 kV or higher (or a change/upgrade to existing transmission service). Anything under 5 MVA goes through the ordinary service-request portal.

- Binding constraint
- There is no capacity cap, no moratorium, and no allocation round in Saskatchewan. Nothing equivalent to Alberta's 1,200 MW interim cap or Quebec's block allocation calls exists. The binding constraints are different in kind: 1. Dispatchable baseload availability, not headroom on paper. SaskPower has roughly 5,900 MW installed against average system demand of about 2,600-3,500 MW seasonally, but the province's own framing is that new AI load depends on firm always-on supply.

- Yes, but only with SaskPower's written consent, self-supply is not a way to bypass SaskPower, it is a thing SaskPower grants. The legal gate: s.38(1) of The Power Corporation Act (Saskatchewan) gives SaskPower the exclusive right to supply, transmit, distribute and sell electrical energy in the province; s.38(2)-(3) allow SaskPower to consent in writing to supply by or to a person, on whatever terms it considers advisable.
