Data centre power, province by province
How long a data centre waits before it can draw power in each of Canada's 13 jurisdictions, and what has moved since. The answers differ because disclosure does: Alberta publishes a project-level list every month, and most other operators publish nothing comparable.

Years to power
And then it moves. The median filed project on Alberta's list has pushed its in-service date out by 416 days, which is 1.1 years on top of whatever it was quoted.
A conditional figure covers a defined subset, not the general case: Alberta's 4 to 6 years is for the two projects already allocated capacity, and a new entrant has no published figure at all.

Alberta AESO 9,761.9MW

Binding constraint. Alberta is the source of the 1,200 MW interim cap, and it is fully allocated and now superseded. Sequence: AESO rolled out Large Load Integration Phase I on 4 June 2025 with a 1,200 MW interim large load connection limit. 15 projects from 5 developers (4,800 MW) qualified; 1,200 MW was assigned to 2 projects from 2 developers; contracts executed October 2025 (deadline extended from 4 August to allow developers to assess the new provincial levy). Final result: P2936 GLDC Load 970 MW and P3083 Keephills Data Centre Phase I 230 MW. Nothing else received firm grid capacity.

Publishes a project-level connection list.
Binding constraint. There is no Alberta-style cap and no Quebec-style block allocation. Ontario has never set an MW ceiling for data centres, never run an allocation call, and never declared a provincial moratorium. If you are looking for a single number, there isn't one. What binds is five separate things, and right now the sharpest two are legal limbo and municipal land use, not grid capacity per se. 1. Regulatory limbo, the top constraint as of 2026-08-01. Electricity Act s.28.1 has been in force since December 11, 2025 and prohibits connecting a "specified load facility" unless regulatory requirements are met.

Binding constraint. A Statutory volume cap plus A Competitive allocation, and it is roughly 2x oversubscribed on the first round. B.C. Reg. 8/2026, s. 3, for the two-year period beginning 1 Feb 2026: BC Hydro "must not... make available for conventional data centre purposes more than a total of 100 MW of new electricity capacity," and not more than "300 MW of new electricity capacity" plus any unused conventional allocation for AI data centre purposes. So 400 MW total for all data centres in BC over two years. Separately 200 MW for hydrogen-for-export.

New Brunswick NB Power 390MW
Open but non-committal: the utility says it can handle a specific 190 MW request but wants flexible, interruptible load, not firm baseload commitments.

Binding constraint. There is NO formal cap, NO moratorium and NO block-allocation process for data centre load in New Brunswick as of 2026-08-01. Nothing resembling Alberta's 1,200 MW interim cap or Quebec's allocation calls exists. That absence is itself the finding, and it has been tested twice in 2026: - 2026-06-11/17: Green MLA Megan Mitton moved a resolution for an immediate moratorium on big data centres. The government refused; when Mitton sought unanimous consent to extend the sitting to force a vote, Liberal members shouted "no" and the House adjourned without voting.

Binding constraint. There is no capacity cap, no moratorium, and no allocation round in Saskatchewan. Nothing equivalent to Alberta's 1,200 MW interim cap or Quebec's block allocation calls exists. The binding constraints are different in kind: 1. Dispatchable baseload availability, not headroom on paper. SaskPower has roughly 5,900 MW installed against average system demand of about 2,600-3,500 MW seasonally, but the province's own framing is that new AI load depends on firm always-on supply.

Binding constraint. There is no numeric cap and no moratorium. The binding constraint is Discretionary ministerial allocation of a scarce energy balance, compounded by very thin local transmission headroom. It is not comparable to Alberta's 1,200 MW interim cap, it is looser on paper and tighter in practice. Correction to the premise: Quebec has Not run block allocation calls for data centre load. The only block RFP Hydro-Québec has ever run in this space was the 300 MW non-firm block for "cryptographic use applied to blockchains," launched 5 June 2019 following Régie decision of 29 April 2019, crypto mining only, not data centres.

Every >5 MW request is ranked low/medium/high by the Minister; low-priority requests are deferred behind all medium and high requests and served only if capacity would not be impaired; no appeal. M.R. 68/2025 ss.7-13. This is a political allocation decision, not a technical one, and no allocated volume is published.

Binding constraint. No formal cap and no allocation process, and that is itself the finding. Nova Scotia has nothing equivalent to Alberta's 1,200 MW interim cap or Quebec's block allocation calls. There is no moratorium, no queue cap, no data-centre allocation call, no large-load tariff. The binding constraint is physical scarcity plus political unwillingness, mediated by an undefined process. 1. System scale. Nova Scotia's all-time record system peak was 2,459 MW on 25 Jan 2026. A single 100 MW data centre is ~4% of provincial peak; the 325 MW IRL01 request is ~13%.

BC Hydro's Call for Demand for Emerging Industries: intake closed, results pending.
The utility states it “received 15 applications representing close to 800 megawatts (MW) in total load request” and expects to notify successful applicants by mid-September 2026. Against a two-year allocation target of up to 400 MW, that is roughly twice the available allocation, now confirmed in the utility's own figures rather than inferred. The government's own framework document is a draft: it calls itself the “Draft Data Centre Playbook”, says it is “under development”, and applies to data centres “that meet thresholds to be set out in a future regulation under the Electricity Act”. It is a framework and a consultation, not a filed regulation. The Playbook is anchored in three core principles for approving data centre connections to the grid, verbatim: (1) “Data centres must invest substantially, both financial and non-financial, in Ontario and local communities”; (2) “Data centres pay the full cost of electricity costs”; (3) “Ontario will only offer non-financial support to attract data centre investments”. Separately, and not to be confused with those principles, the document sets out three Strategic Priority Assessment pillars: Advance Economic Development; Protect Data Security and Digital Sovereignty; Invest in Communities and Earn Public Confidence.

All dates are subject to change. Royal assent to Bill 8, Utilities Statutes Amendment Act, 2025, on December 11, 2025.
The act is intended to encourage data centres to bring their own generation to support their connection to Alberta's electricity grid, and to align with a cost-causation framework for transmission under which data centres, not Alberta ratepayers, pay for necessary transmission upgrades.

Alberta now puts data centres that bring their own generation to the front of the queue.
The Data Centre Regulation, AR 117/2026, replaced the interim 1,200 MW cap. A project that brings its own generation is processed first; everyone else is subject to conditions AESO sets. The binding constraint has moved off the wires and onto plant, and AESO calls the route bring your own generation.
The clauses that decide it

- s.2 A large data centre is 75 MW or more, and the line can move down
- At or above 75 MW of maximum demand a project is a "large data centre". That figure is a default rather than a floor: s.2(2) lets AESO set a lower threshold on reliability or adequacy grounds, so sizing just under it is not a durable way out of the regime.
- s.6 Tethered requests are processed first
- AESO must prioritise processing a request from a tethered data centre over one from a large data centre that is not tethered. This is the regulation's actual operating mechanism: untethered load is deprioritised, not prohibited.
- s.5 Being tethered means bringing incremental generation
- AESO may designate a data centre tethered to generating units capable of supplying the transmission system at a rate at least equal to its maximum demand. The supply offsets into the common pool rather than being wired privately to the load, but it must be incremental: a proposed unit must be new, and an existing unit qualifies only where its service is being modified upward or it has been declared under the relevant provisions.
- s.7 Financing and water licences can gate service
- AESO may set criteria covering site control, municipal zoning approvals, financing, and the issuance of permits or water licences, and meeting them is a condition of service being provided.
- s.9(5) Bridged supply runs three years at the outside
- Where AESO grants bridged service, grid energy taken before the tethered generation runs, it may run for a maximum of three years from when it is first provided. Bridging is discretionary throughout: s.9(1) says "may provide", and s.9(2) gates it on AUC approval of the tethered units.
- s.10 Curtailment falls on data centres first, in two stages
- On a determination of inadequate supply, bridged data centres reduce demand before all other market participants. Separately, where mandatory load shedding is required, every large data centre reduces before the rest of the market. The two limbs have different triggers and a non-bridged site is exposed only to the second.
- s.3 Adjacent sites can be treated as one, if they are related
- AESO may aggregate two or more data centres into one where they are physically or operationally integrated and on the same or adjacent parcels, AND a common person or affiliate is receiving or requesting service for them. Both limbs are required, so unrelated neighbours are not captured.
- s.12 The regime is reviewed by 2030 and expires in 2035
- The regulation must be reviewed on or before 31 May 2030 and expires on 31 May 2035. Anything underwritten against it should be underwritten against that clock.
Proposed, not yet law
AESO published the Phase 2A design on 26 June 2026 for rollout from August 2026. Intake opens immediately on release of the process material and runs six weeks, with no grace for late applications. These mechanics are a proposal and are marked as such because most summaries report them as settled:
- An intake window of six weeks, opening on rollout. AESO says later cycles will align with cluster studies but has published no cadence and no date for a second intake.
- A commitment payment of C$15,000 per MW of requested service, refunded on contract execution.
- A system-wide bridging pool of 1,600 MW, released in tranches against milestones.
- Tethered generation limited to gas-fired plant in the first cycle, described as provisional and reviewable.
What it means for a build
Tethering buys processing priority and, at AESO's discretion, up to three years of bridged supply while the plant is built. Going without it means waiting behind everyone who did, on conditions AESO sets. Both roads end at the same place: securing generating equipment against a date, in a market where new heavy-duty OEM slots are being signed into 2031 and even smaller turbines run 18 to 36 months.
